E-Rate
The Schools and Libraries Program of the Universal Service Fund, commonly known as "eRate," is administered by the Universal Service Administrative Company (USAC) under the direction of the Federal Communications Commission (FCC), and provides discounts to assist most schools and libraries in the United States to obtain affordable telecommunications and Internet access. Discounts for support depend on the level of poverty and the urban/rural status of the population served and range from 20% to 90% of the costs of eligible services. Eligible schools, school districts and libraries may apply individually or as part of a consortium.
Gaggle subscriptions are eligible for eRate

- eRate will pay for up to 90% of the cost of Gaggle’s Subscription Service. You can eliminate the advertising on Gaggle and get many extra features!
- The reimbursement rate is based upon the number of your students eligible for the free and reduced lunch program. The discounts range between 20% and 90%. Most schools qualify for at least a 50% discount.
- Email service falls under the category of “Internet Access” which is a Priority One funding item. Even if your school does not usually qualify for inside wiring you are still eligible for email service.

Application Process for eRate with Gaggle Service
File form 470 with the Schools and Libraries Division
- File your applications online to save paper, but first make sure you have a Personal Identification Number (PIN). PINs are assigned automatically by the SLD when an applicant files their first FCC form.
- In order to meet the deadline we recommend that you file using the online application.
- Tips in completing the 470
- Block 2 of Form 470
- In box 9, check Internet Access.
- In box 9b, check No, unless you have an RFP available.
- Under Service of Function enter “Email Services.”
- Under Quantity or Capacity enter the number of users you wish to receive email access.
- Block 2 of Form 470
- Once the 470 is submitted you must wait 28 days before starting step #2. During that period you will need to obtain a price quote from Gaggle. You may contact us for a price quote that matches your situation.
- Note: The SLD recommends that you file separate 470s for your Priority One items and your Priority Two items. If you apply for your email service using a separate 470 application you will get a faster approval. Combining all of your items onto a single 470 application will result in a slower approval.
File form 471
- You must wait 28 days before filing form 471. During the waiting period vendors may submit proposals for the services you have requested. After the 28 day period you may select a vendor and sign a contract for the requested services. (You can obtain a contract by contacting Gaggle or you may file for email service as a tariffed month-to-month service.)
- You must then file form 471 with the Schools and Libraries Division.
- When selecting an email provider you do not have to choose the lowest priced bid. Price does need to be the largest determining factor, but it may constitute as little as 30% of the decision. Other determining factors can be:

- Reputation
- Management Experience

- Make sure your 28 day waiting period has expired before submitting your Form 471.
- In order to meet the deadline we recommend that you file using the online application.
- Be sure to file your Priority One items on separate applications from your Priority Two items. Filing them together can delay the approval process. For example, do not mix your email request with requests for internal connections.

Funding Commitment Decision Letter
- During the spring Schools and Libraries Division will review your form 471, and issue a Funding Commitment Decision Letter.
- Keep and store all of your eRate paperwork for a minimum of five years in case you’re audited.
